Municipal Asset Inventory

    In this project, we conducted an inventory of the assets of all municipalities in the province of Pontevedra, Spain, totaling 1,250,000 assets. The inventory followed unified and standardized criteria and was delivered in geodatabase format for upload to the provincial asset management platform, with the aim of optimising the management of these assets.

    The inventory was submitted to a geodatabase containing layers corresponding to the different types of inventoried assets. Each layer displayed the assets' geolocation and various attributes corresponding to their records. The attributes were coded to ensure compatibility with the Local Infrastructure and Equipment Survey (EIEL), and all documentation collected during the inventory process was provided (including PXOMs, Simple Notes, etc.).

    The project required the participation of 90 technicians and was divided into three stages:

    01.Collection of information on the various assets on-site, based on the attributes reflected in different files:

    • Identification, for each type of asset, of the persons responsible in each local entity.
    • Compilation of information on existing assets from both town councils, the Provincial Council, and external sources.
    • Conducting fieldwork to gather the information necessary to complete the various asset file attributes.
    • Validation of the information to ensure its quality and consistency.

     

    02. Processing and storing the information to ensure its quality and standardization, checking that:

    • All assets have a unique identifier.
    • The information collected for each asset is consistent and complete.
    • The georeferenced information is free of topological errors and accurately positioned.
    • The information collected complies with both EIEL standards and the requirements of the Provincial Council.

     

    03. Preparation of a catalog of standards, procedures, and recommendations to ensure the continuous updating of information:

    • This catalogue enables users to carry out maintenance work or provide other services related to the Provincial Council's assets.
    • It also facilitates updating the inventory once the project has been completed, ensuring its sustainability and standardizing inventory processes.


    The project was completed with a document outlining standards, procedures, and recommendations to ensure the maintenance and updating of the inventory.

    This initiative provided municipalities with the necessary information to make informed decisions that improve the efficiency of municipal resource and service management through:

    • Simplification of management processes.
    • Compilation of comprehensive information on all provincial assets.
    • Compliance with Royal Decree 1372/1986 of June 13, which mandates that "Local Corporations must prepare an inventory of all their rights and assets."
    • Compilation of updated and easily maintainable information from the Local Infrastructure and Equipment Survey (EIEL), which must be reported annually to the Ministry of Finance and Public Administration.
    • Creation of a single, continuously updated information repository.
    • Generation of data to support decision-making, improving the use of public resources.
    • Availability of information on existing service networks to facilitate the planning and execution of works, prevent incidents on existing networks, and coordinate various actions.
    • Optimization of provincial asset management and maintenance.
    • Digitization and computerization of documentation, optimizing resources and leveraging synergies.
    • Provision of a catalog of standards, procedures, and recommendations that guide the continuous updating of assets.
