Kingfisher is Uganda’s first commercial oilfield development project, representing a significant milestone for the country’s energy strategy. The Ugandan Government awarded the Engineering, Procurement, and Construction (EPC) contract to the China Offshore Oil Engineering Company (COOEC).
COOEC awarded Applus+ in China the crucial role of third-party inspection agency for this project that involved vendor surveillance activities in locations all over the world. Applus will be responsible for ensuring that all equipment sent to Uganda meets stringent quality standards and specifications and is reliable and safe for use in the construction of the Ugandan oilfield. Inspections by Applus+ China began in 2022 and are nearing completion.
Managing the inspection of diverse and specialized oil and gas equipment posed significant challenges. Key issues included:
- Wide geographical inspection area: The inspections spanned a vast geographical area, covering various provinces in China such as Tianjin, Shandong, Jiangsu, Sichuan, Zhejiang, Shanxi, Liaoning, Hebei, Hubei, and others. Each location had unique logistical and accessibility challenges, especially those in remote and scattered sites. Additionally, inspections extended to overseas locations including Uganda, the Netherlands, and Italy, adding another layer of complexity. Coordinating inspections across these diverse regions required meticulous planning and resource allocation to ensure timely and efficient operations.
- Centralized inspection requirements: The inspection team needed a thorough understanding of the diverse range of equipment and the stringent quality assurance and quality control requirements. This necessitated effective coordination to ensure consistency and adherence to standards across all locations.
- Flexible schedule: The dynamic nature of the project meant frequent changes in inspection dates and urgent requirements. This flexibility was crucial to adapt to unexpected delays, last-minute requests, and shifting priorities. Clear and constant communication with all stakeholders, including suppliers, project managers, and inspectors, was essential to accommodate these changes without compromising the inspection quality or project timeline.

Early and continuous communication with clients helped in understanding detailed inspection requirements and production schedules.
