COOEC and Applus+ China work on Kingfisher Project in Uganda

    Kingfisher is Uganda’s first commercial oilfield development project, and represents a significant milestone for the country’s energy strategy. The Ugandan Government awarded the Engineering, Procurement, and Construction (EPC) contract to the China Offshore Oil Engineering Company (COOEC).

    COOEC awarded the crucial role of third-party inspection agency to Applus+ China. Applus will be responsible for ensuring that all equipment sent to Uganda meets stringent quality standards and specifications and is reliable and safe for use in the construction of the Ugandan oilfield. Inspections by Applus+ China began in 2022 and are nearing completion.

    Challenges Encountered

    Managing the inspection of diverse and specialized oil and gas equipment posed significant challenges. Key issues included:

    1. Wide Geographical Inspection Area: The inspections spanned a vast geographical area, covering various provinces in China such as Tianjin, Shandong, Jiangsu, Sichuan, Zhejiang, Shanxi, Liaoning, Hebei, Hubei, and others. Each location had unique logistical and accessibility challenges, especially those in remote and scattered sites. Additionally, inspections extended to overseas locations including Uganda, the Netherlands, and Italy, adding another layer of complexity. Coordinating inspections across these diverse regions required meticulous planning and resource allocation to ensure timely and efficient operations.
       
    2. Centralized Inspection Requirements: The inspection team needed a thorough understanding of the diverse range of equipment and the stringent quality assurance and quality control requirements. This necessitated effective coordination to ensure consistency and adherence to standards across all locations. The centralized inspection process required detailed documentation and communication to align the different inspection activities with the overarching project goals and quality benchmarks.
       
    3. Flexible Schedule: The dynamic nature of the project meant frequent changes in inspection dates and urgent requirements. This flexibility was crucial to adapt to unexpected delays, last-minute requests, and shifting priorities. Clear and constant communication with all stakeholders, including suppliers, project managers, and inspectors, was essential to accommodate these changes without compromising the inspection quality or project timeline.
       
    4. Inspector Expertise: Given the high standards set by the client, the inspectors had to possess extensive knowledge about the specific types of equipment, relevant procedures, and applicable standards. This required a team of highly skilled and experienced inspectors who could accurately assess the equipment and identify any discrepancies or issues. Continuous training and updates were necessary to keep the inspectors informed about the latest industry standards and technological advancements, ensuring they could perform their duties effectively and meet the high expectations.

    Overcoming Challenges: Key Success Factors

    Despite these challenges, the project is a success story due to comprehensive planning, effective communication, and meticulous preparation. Key factors contributing to success include:

    1. Collection and Sourcing of Inspection Resources: Anticipating the need for diverse inspection expertise and resources, Applus+ proactively gathered and allocated inspection resources well in advance. This pre-emptive action prevented potential delays by ensuring that qualified inspectors were available when needed, thereby maintaining a smooth and uninterrupted inspection process.
       
    2. Detailed Communication Plan: Effective communication was pivotal to the success of the project. Early and continuous communication with clients helped in understanding detailed inspection requirements and production schedules. This early engagement facilitated meticulous planning and ensured that all stakeholders were aligned with the project's goals and timelines. The communication plan included regular updates, clear channels for feedback, and protocols for addressing urgent issues, which collectively enhanced coordination and efficiency.
       
    3. Scheduling and Preparation: A well-prepared and detailed inspection schedule was essential for managing such a large-scale project. Applus+ developed comprehensive schedules that outlined inspection timelines, resource allocation, and contingency plans. This advance preparation ensured that inspectors were well-versed in the specific requirements of each inspection, equipped with the necessary tools and information, and ready to perform their tasks efficiently. The detailed schedule also allowed for flexibility, enabling quick adjustments in response to any changes or unexpected challenges.
       
    4. Inspector Training: To meet the high standards required by the project, Applus+ invested in specialized training for its inspectors. By anticipating potential challenges and preparing for them, Applus+ was able to conduct inspections efficiently and accurately. The systematic approach to managing inspections ensured that each step was executed with precision, minimizing errors and enhancing the reliability of the inspection process.
