Applus+ has been recognized in the Kingdom of Saudi Arabia as an approved conformity assessment body to cater and facilitate our clients' needs regarding product and shipment conformity certification.

The Kingdom of Saudi Arabia requires that all consignments of products covered by a Saudi Standards, Metrology, and Quality Organization (SASO) Technical Regulation and to be exported to the country be issued with a Product Certificate and accompanied by a Shipment Certificate. These certificates signify compliance with the applicable standards and technical regulations.

What is the PCoC and SCoC

The PCoC is the product conformity certificate issued by an approved and accredited conformity assessment body, such as Applus+, for all registered products in the SABER platform. Every PCoC issued for each model is valid for one year.

The SCoC is the shipment certificate issued upon client request, also through the SABER platform, based on an official signed and stamped commercial invoice, packing list, bill of lading, and other shipment-related documents. It is to be issued prior to shipment arrival and remains valid until all goods in the commercial invoice successfully clear Saudi customs.

With Applus+ SABER CoC service, this process will be hassle-free for our clients since we primarily focus on safe trade practices and reducing complexity in clients' daily operations.

Applus+ Government and Trade Services (GTS) department has a team of highly qualified engineers and technical officers to guide and serve you on a daily basis with any inquiry that you may have regarding Saudi Arabian standards, testing requirements as per the SASO, GSO, IEC, and other internationally recognized test methods. They will provide you with efficient service to ensure that your operations run smoothly at all times.

CERTIFICATION PROCESS

The products included in the SASO Technical Regulations must comply with the rules and guidelines established by SASO in the SABER system and have completed the designated processes before the products are shipped to Saudi Arabia.

STEP 1: PRODUCT INFORMATION COLLECTION
 

  • Review the product sample and details (technical data sheet, specifications, photos) to determine the tests required by SASO for the specific product.
  • If the testing requirement is incomplete, collect samples and send them to an Applus+ laboratory that is ISO/IEC 17025 accredited.
  • Issuance of the corresponding test reports.

STEP 2: PRODUCT CERTIFICATION OF CONFORMITY (PCoC)
 

  • Review of the request by Applus+, received via the SABER portal.
  • Creation of request and submission of the required documentation via SABER to conduct the evaluation.
  • Evaluation of the documentation provided by both client and laboratories towards the issuance of the PCoC.
  • Audit of the factory production system (Type 3 product category).
  • Issuance of the report based on the process results.
  • Issuance of the PCoC certification via the SABER portal and submission to the client.
     

STEP 3: SHIPMENT CERTIFICATE OF CONFORMITY (SCoC)
 

  • The client requests the issuance of the SCoC through the SABER platform.
  • Submission of the required documentation for the shipment and the technical evaluation provided by Applus+ technical team. 
  • Issuance of the SCoC through the SABER platform. 
  • This process must be conducted for each shipment, aligned with each shipment commercial invoice/order.
